Packaging of dangerous goods
Of the dangerous goods listed in class 9 our mill is mainly concerned with packaging of the following: combustible liquids (paints, thinners, spirits) with an ignition point above 63 degrees Celsius; organic bottled materials; poisonous or corrosive compounds; products operated by power-gas; aerosols; infectious materials (e.g. dangerous hospital waste). We should point out that medicines with an expired guarantee are only allowed to be transported in suitable and authorized boxes.
Regulations for transport of dangerous goods are laid down in international specifications. There is a different set of rules for transporting dangerous goods on public roads (ADR), railways (RID), and boats (IMDG Code). These rules determine the authorized method of packaging dangerous goods. ADR regulations, which are laid down by government decree, are valid in Hungarian domestic traffic. It is important to know that, in case of export of dangerous goods, where products are delivered involving several modes of transport (public road, railway, boat, aircraft), all relevant rules must be observed.
The packaging of dangerous goods must be authorized. The first step is to have a standard test carried out, in an accredited independent laboratory, of samples of boxes planned by the mills constructors, taking their comments into account. The Area Security Supervision Board, under the supervision of the Ministry of Economics, issues a license of use on the fact of compliance with regulations. Our mill is responsible for acquiring this license. According to relevant EU legal regulations all member states are obliged to carry out inspections, not just on public roads, but also at sites belonging to the manufacturer, storage firm and distributor. The liabilities of the manufacturer, distributor and conveyor are set out in an international agreement (CMR). In Hungary, packaging of dangerous goods and observance of transportation regulations are primarily examined today by checks on public roads. However, after accession to the EU compliance with all regulations and checking up on them will be compulsory.
