Waste outstrips demand

The enormous accumulated stocks of waste paper preclude any risk to supplies for the Dunaújváros works, said Péter Galli, Financial Director of Dunapack Ltd. Paper Division. Stocks also carry a price, and so recently the dynamic rise of waste paper collection has itself caused purchasing problems. Péter Galli said that the quotas defined for waste paper have already been surpassed by some ten per cent. The significance of this is that wastepaper collection in Hungary – or at least a specified part of it – is subsidised by the state. Waste paper users who have overstepped their defined quotas have run out of state subsidy. This could lead to temporary purchasing problems caused by the low waste price and the temporary refusal to accept collected paper. The paper manufacturers hope the Ministry of Environmental Protection will carry on the subsidy system next year. In addition, a non-profit company, Ökopannon Kht., will operate a licence system based on the Austrian model. This will require the organizations obliged to collect waste paper to actually do so, and therefore Dunapack will also have an indirect interest in this. One-third of the waste paper collected in Hungary is purchased by the private sector, but the need for state-supported collection will remain.
